Clearwater County to Dakota County

Koch Pipeline Company, LP needed environmental compliance services for their MinnCan project – a 303.5-mile, 24-inch diameter crude oil pipeline that extends through thirteen counties in Minnesota from Clearwater County to Dakota County.

Project management services included coordinating and overseeing subcontractors; developing a work plan that kept the project on time and under budget; development of a monitoring plan in compliance with US Army Corps of Engineers that outlines approach to wetland monitoring and field study protocols; restoration assessment of wetlands and waterbodies that received temporary impacts resulting from the project; preparation of a wetland monitoring report in compliance with US Army Corps of Engineers permit that reported on the condition of the post-construction revegetation, soils, and hydrological conditions; providing as-built documentation of the soil surface elevation for the pipeline alignment and mitigation site; coordination with Local Government Agencies to maintain compliance with Minnesota Wetland Conservation Act; and monitoring of the mitigation plantings for survival and stem densities.

The pipeline was tested after construction to confirm its integrity. After the successful completion of all tests, the pipeline began transporting Canadian crude oil to Twin Cities refineries to help strengthen Minnesota’s energy future.
